CARP Commends Conservative Party Proposal on Fraud and Scams Targeting Seniors; Urges all Parties to Take Action
Toronto, ON – The Canadian Association of Retired Persons (CARP) applauds the Conservative Party of Canada for recognizing and promising action on the growing crisis of fraud and scams targeting older Canadians – a threat that has left thousands of seniors financially devastated with no chance for recourse or redress.
Pierre Pollievere’s plan to mandate scam detection protocols, a 24-hour transaction delay for high-risk senior accounts, increase corporate accountability and impose tougher penalties on fraudsters aligns with CARP’s ongoing advocacy to move beyond public education and towards stronger enforcement with real consequences for criminals that target seniors.
“Fraud isn’t just a financial issue—it’s a justice issue,” said Anthony Quinn, CARP’s Chief Operating Officer. “We are pleased to see a major federal party echoing the priorities our members have raised time and time again and proposing real solutions to hold criminals accountable and protect seniors.”

CARP has consistently urged all levels of government to:
- Increased resources for fraud and investigation and recovery of lost funds – stop abandoning seniors to billion-dollar losses.
- Stronger penalties for financial crime targeting seniors – deter fraudsters with real jail time, not leniency.
- Bank accountability – forces banks to enhance fraud detection and protect clients, not just profits. Seniors are not collateral damage.
“Frauds targeting seniors is not a small issue – it’s a billion-dollar crime industry, ” added Quinn. Seniors have worked their whole lives and deserve to enjoy retirement without fear of losing everything to a scammer in seconds.”
CARP applauds this policy direction and calls on all federal parties to make senior fraud justice a priority. With fraud cases rising, aritifical intelligence at hand, and enforcement lagging, Canadians cannot afford further delay.
“We hope this signals a turning point in how Canada approaches white-collar crime and elder protection,” added Quinn. “Seniors deserve justice, not platitudes”
