Two-tier Canada Pension?

A two-tier CPP isn’t a fix for all the gaps in the pension net. As Ms. Eng points out, it’s not an answer for low-income Canadians, who need improvements in the Old Age Pension and means-tested Guaranteed Income Supplement as well as better in-home support for the elderly and caregivers. But CARP’s CPP proposal is a compelling way to help middle-income families save more and reap the advantages of the big public-sector funds. Governments should be seriously examining it, or finding a better idea.
